- BACKGROUND
The Gambia’s score on Transparency International’s Corruption Perceptions Index improved from 26 in 2016 to 37 in 2023. The National Assembly passed the Access to Information Bill in 2023, promoting government transparency. However, the country still faces a weak anti corruption framework, with ongoing reports of irregularities and mismanagement of public resources. In 2023, a Commission of Inquiry was established to investigate local government councils’ management of public funds, revealing further concerns.
In December 2023, the National Assembly passed the Anti-Corruption Act to prohibit and prescribe punishments for corrupt practices and other related offences in The Gambia. The Anti-Corruption Act establishes an Anti-Corruption Commission, which shall be responsible for developing and promoting standards and best practices for anti-corruption and investigating and prosecuting any acts of corruption pursuant to the Act. In addition to other ongoing legislative and law reform efforts, the introduction of the Anti-Corruption Act is a bold step towards stronger good governance in The Gambia, guaranteeing accountability and checks and balances between different state organs.
- SCOPE OF THE WORK
Under the direct supervision of the Communications Director/Executive Secretary of the Anti Corruption Commission and in the interim, the Registrar General, the Outreach Officer shall carry out the following general functions:
▪ Develop and implement outreach programs to inform communities about the Anti Corruption Commission’s work.
▪ Design and execute advocacy campaigns in relation to Anti-Corruption and related activities.
▪ Collaborate with civil society organizations and other stakeholders to amplify advocacy efforts.
▪ Organize community dialogues, workshops, and events to foster accountability and transparency.
▪ Prepare regular reports on the impact and outcomes of outreach and advocacy activities.
▪ Ensure that marginalized groups, including women and youth, are actively engaged in the outreach process.
▪ Assist in the ongoing consultations with relevant stakeholders and Anti-Corruption activities, through engagement, communications, and outreach activities.

- INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS
The Outreach Officer will work directly with the Communications Director and the Executive Director within the Anti-Corruption Commission, or in the interim, the Registrar General. This is a full-time, in-person position. No reports or documents should be published or distributed to third parties without approval.
- LOGISTICS AND ADMINISTRATIVE SUPPORT TO PROSPECT IC
The successful Outreach Officer will be provided an office space at the Ministry of Justice for the duration of the consultancy, but will be expected to participate in outreach engagements in communities across the country.
- DURATION OF THE WORK
The duration of this contract is from March to December 2025 for 180 working days. 7.
QUALIFICATIONS OF THE SUCCESSFUL OUTREACH OFFICER
- Minimum Academic Qualifications:
▪ High School Certificate or
▪ Bachelor’s degree in Social Sciences, Community Development, Public
Administration, or related fields.
- Years of experience:
▪ At least 3 years of experience in community engagement, advocacy, or public communication, with a Bachelor’s degree, or 10 years with a High School Certificate
- Competencies:
▪ Strong facilitation and negotiation skills.
▪ Proven ability to build relationships with diverse groups such as rural people, CSOs, VDCs, Youth groups etc
▪ Experience in organizing and evaluating community engagement initiatives. ▪ Demonstrated ability to work effectively in the team, delivering through and with others.
- Language and other skills:
▪ Excellent knowledge of English, as well as writing, presentation, and communication skills required.
▪ Knowledge of local languages (Mandinka, Wolof, Fula) is highly desirable.

- CRITERIA FOR SELECTING THE BEST OFFER
Upon the advertisement of the Procurement Notice, any qualified Outreach Officer is expected to submit via email: a CV with contact details of at least 3 professional references, a motivation letter (max 1 page) explaining suitability for the position, and in a separate email a financial proposal with their expected daily rate in GMD. Accordingly, Individual Applicants will be evaluated based on Cumulative Analysis as per the following scenario:
▪ Responsive/compliant/acceptable, and
▪ Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are:

EVALUATION METHODOLOGY
Contract award shall be made to the applicant whose offer has been evaluated and determined as:
- a) responsive/compliant/acceptable, and
- b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will be equal to 30.
The proposal obtaining the overall cumulatively highest score after adding the score of the technical criteria and the financial proposal will be considered as the most compliant offer.
10.PAYMENT MILESTONES AND AUTHORITY
The qualified Outreach Officer shall receive his/her service fees upon certification of the completed tasks as satisfactory by the Solicitor General, as per the following payment schedule:

11.CONFIDENTIALITY AND PROPRIETARY INTERESTS
The Outreach Officer shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent. Proprietary interests on all materials and documents prepared by the Outreach Officer under the assignment shall become and remain properties of the Ministry of Justice and the Anti-Corruption Commission.
