Overview

The Special Prosecutor’s Office (SPO) is responsible for the effective and impartial investigation and prosecution of serious human rights violations and international and domestic crimes, which occurred in the territory of The Gambia between July 1994 and January 2017. The SPO is seeking a qualified individual of high moral character, impartiality and integrity, highly competent in and possessing extensive practical experience in the investigation or prosecution of domestic or international crimes to serve as Head of the Investigations Division under the Special Prosecutor’s Office Act, 2024.

Key Responsibilities:

  1. Strategic Leadership: As a member of the Senior Management Team, provide strategic direction and leadership to the Investigation Division, ensuring the effective planning and execution of investigations, develop investigative strategies and plans for gathering, analyzing, and preserving evidence related to alleged crimes within the SPO’s mandate.
  2. Case Development: In close cooperation with the Special Prosecutor’s Office, the Deputy Special Prosecutor in particular, lead the development of strong cases for prosecution, including identifying key witnesses, gathering forensic evidence, and collaborating with legal teams.
  3. Collaboration and Coordination: Foster collaboration with relevant national and international agencies, including law enforcement, intelligence services, and non-governmental organizations, to enhance investigative efforts.
  4. Capacity Building: Develop and implement training programs to enhance the skills and capabilities of investigative staff within the SPO and in partner organizations.
  5. Reporting and Communication: Prepare comprehensive reports and briefings for the Special Prosecutor and, subject to the confidentiality of investigations and the presumption of innocence, to other relevant stakeholders, highlighting progress, challenges, and recommendations.
  6. Resource Management: Manage the Division’s budget and resources effectively, optimizing their allocation to support investigative priorities

Requirements:

  1. Experience: Extensive experience in conducting complex criminal investigations, preferably at an international level, with a strong track record of successful case outcomes.
  2. Leadership: Proven ability to lead and motivate multidisciplinary teams in challenging environments, with a commitment to fostering a culture of professionalism, accountability, and respect for diversity.
  3. Legal Knowledge: Thorough understanding of international criminal law and related legal frameworks, as well as practical experience in applying legal principles to investigative work.
  4. Analytical Skills: Exceptional analytical and problem-solving skills, with the ability to analyze large volumes of information, identify patterns, and draw evidence-based conclusions.
  5. Communication: Excellent written and verbal communication skills, with the ability to convey complex information clearly and persuasively to diverse audiences.
  6. Integrity: Unquestionable integrity, with a demonstrated commitment to upholding the highest ethical standards and ensuring the fair and impartial administration of justice.
  7. Language Proficiency: Fluency in English is required. Proficiency in other languages, particularly those commonly spoken in The Gambia, is desirable.
  8. Education: Advanced degree in law, criminal justice, international relations, or a related field is preferred.
